A service aimed at issuing licenses for cosmetic product factories, enabling them to legally manufacture and produce cosmetic products after fulfilling the technical and regulatory requirements, appointing a technical manager and a quality control officer, implementing Good Manufacturing Practice (GMP) requirements, and paying the applicable fees.

| Required Documents | 1- Copies of the following documents for the factory’s Technical Manager: * A copy of the Technical Manager’s national ID. * A certified copy of the Technical Manager’s qualification certificate. * Authenticated copies of professional experience certificates. * A copy of the professional registration card for pharmacists. * An undertaking signed by the factory’s Technical Manager and certified by the Chamber of Commerce. 2- Copies of the following documents for the Quality Control Officer: * A copy of the Quality Control Officer’s national ID. * A certified copy of the Quality Control Officer’s qualification certificate. * Authenticated copies of experience certificates. * An undertaking signed by the Quality Manager and certified by the Chamber of Commerce. 3- Industrial License. 4- A lease agreement issued by MODON, or a municipal license if the factory is located outside industrial cities, provided that the relevant activity is stated in the license. |

| Service Conditions | 1- The factory’s Technical Manager must meet the following requirements: * Be a Saudi national and work on a full-time basis. * Hold a bachelor’s degree in Pharmacy, Chemistry, Industrial Engineering, Chemical Engineering, Microbiology, Biochemistry, Biomedical Engineering, or any other specialization or qualification accepted by the Authority. * Have relevant experience in the manufacturing field acceptable to the Authority. * Be registered with the Saudi Commission for Health Specialties (for pharmacists). 2- The factory must appoint a Quality Officer, where applicable. 3- The license fee of SAR 5,000 must be paid electronically. |
